Download the latest Notification Reader: Shouter application, version 4.00, compatible with Windows 10/11 (using emulators such as Bluestacks), Android devices. This free Tools app is developed by BHK and is easy to download and install.

Description
What the app can do :-
1) Notification reading. (jellybean(4.3) and above)
2) Battery level announcement while charging.
3) Location proximity announcer
4) Battery and Charging State announcement.
5) Caller name announcement while the phone is ringing.
6) Missed calls announcement if you get a missed call.
7) Text messages reading.
8) Time announcement at user defined intervals. (Fully available only in pro version)
9) Voice reminder
Use cases :-
1) During cycling or bike rides.
2) For truckers and long distance drivers.
2) Read out game's notifications.
3) Caller name and message announcement will let you know if the call or message is important even if you do not have the device in hand
4) Battery level announcement while charging will let you know when to pick up your phone.
Following customisation option are available:-
1) Select apps whose notification you want to read.
2) Option to shout only the app name (notification sending app) for each app.
3) Customize prefixes.
4) Option to disable message reading for unknown numbers.
5) Option to read message content.
6) Option to enable announcement only if headphone is connected.
7) Option to enable announcement only if screen is off.
8) Option to repeat the announcement.
9) Master control for all shout. (WIDGET support)
10) Silent hours - Hours during which shouter doesn't announce.
11) Read Unknown numbers for call and message announcement.
12) Shake to mute.
13) Screen on/off to mute.

App permissions
Notification Reader: Shouter 4.00 APK requires following permissions:
Allows applications to open network sockets.
Allows an application to read the user's contacts data.
Allows read only access to phone state, including the phone number of the device, current cellular network information, the status of any ongoing calls, and a list of any PhoneAccounts registered on the device.
Allows an application to receive the ACTION_BOOT_COMPLETED that is broadcast after the system finishes booting.
Allows applications to access information about networks.
Allows using PowerManager WakeLocks to keep processor from sleeping or screen from dimming.

4 ★ I like the app alot but would like more voices and I thought it would actually read the text.
5 ★ I've been using this app for 7 months, and it is still the best announcer that I have used and I have tried several of them. Keep up the good work and God bless your efforts.
3 ★ I cannot get it to read the content of my messages. I have gone thru all the features and have allowed the permissions... So it looks like my Google phone doesn't allow permission for SMS 🤬
4 ★ It often calls the wrong announcement of the people who are sending notifications or sending me a message but other than that I like the app.
5 ★ I seldom leave reviews and when so rarely give any more than 4 🌟 . With that said here's my 5 🌟 review Love it! Very useful! Can set it to read messages out loud which is very beneficial. You don't have to go grab your phone and read every message you get it'll read them out loud for you. Really nice not having to mess with checking messages you don't care about. Especially nice if you have a Bluetooth. Can set it to only work with Bluetooth/headphones on so it doesn't read messages outloud you don't want other people to hear. This is a must have application. I'd like a different theme though I'm not very fond of the yellow color however since this is something that you don't really open often it's not that big of a deal.
5 ★ This app is superb, it saves you a lot of time checking your phone manually when a notification comes in, to just hear it being read aloud. Furthermore, it supports any app that has notifications, so you can use it with every kind of messenger app, not just the built-in one, or none at all, as it can also be used for timed announcements, such as reminders. Aside from being a handy way to avoid having to unlock your phone's screen throughout the day to check notifications from friends, it just plain feels nice to hear incoming messages being read aloud sometimes. It can also be super-useful if you are in bed and a messenger notification goes off, to know whether or not it's something worth crawling out of bed to reply to, or just something that you can wait until morning to check.The app also includes an (optional) widget for your home screen, that when enabled, displays an on/off bar so that you can quickly disable the reading of notifications, in the event that you want to avoid annoying those around you in public. Prior to this most recent update, it became at one point temporarily unable to read SMS messages properly, but this issue was quickly resolved.
5 ★ THE BEST TTS app of them all. The fun part is the customizing. It's a little tricky, but all you need to do is backspace and erase the example shown and then dictate or type in your own version of what you want the Voice to say before it announces the caller name or name of the app that is generating a new notification. My favorite feature is the ability to "nickname" any one or even all of your contacts. "Dr.Jones" becomes "Call coming from your doctor's office". Love this App!
4 ★ Very clear.annnouncer; reading out battery.charge is a handy feature. But so far i cannot set it to NOT read contents of messages. So that leads to private messages being read in public!!
1 ★ This app shouter is very nice but in old version but it does not works on new version pie and etc plz it upgrade to working on new version it didnt announce call ,messages or time.I will buy a new shouter pro and but it not working on same situation of old free app shouter plz change it or upgrade it..😭😭😭
4 ★ Good Software scope for improvement is there, some features I was enjoying with ECID, enhanced SMS and Caller ID is missing 1. Email Notification with custom text and repeat if required 2. Calendar Notification with customization for Event, Location, Subject etc 3. Whatsapp, Messenger, Duo, Hangout Notifications with customizations for content. Willing to Pay for the good features, please update and let us know if you are working on same, Thanks

4 ★ Great app. Thank you. A little bug though. In the "Power disconnected" section the notification message goes like this: "Charger is disconnected". And in the "Battery status" section the notification message goes like this: "You have 70% of backup left". When I disconnect the charger the app gives this notification: "Charger is disconnected AND You have 70% of backup left". This is fine if the language is English. But if I change the text-to-speech language say to French, the app keeps using "AND" to join the two messages when it should use "Et". Apparently "AND" is hard-coded in the app. You got it? Please fix it. Thank you.
5 ★ I love this app! These features are natively built in on the lg stylo phones, that's one of the many reasons why imma lg guy. But now temporarly, i'm using my obama phone, and needed this app. If your phone is across the room, know whose calling before you even get up. Assigning each person in your contacts a different ringtone can be time consuming and possibly confusing.
5 ★ I had the old version and now I have the newer version, either way I am totally in love with this app. Combined with Google assistant it is the perfect combination of call, messages and email management. I love driving along while Shouter reads me everything that is delivered to my phone. Great job guys!!!
1 ★ Clicking "review this app" in-app pops up a bunch of stars in a row. For you to rate the app, presumably. BUT! You are ONLY taken to Google Play Store (to submit your actual review) if you have clicked 4 or 5 stars. 1, 2, and 3 star ratings get ignored. To offset this I am submitting a 1-star review.
