PRELIMINARY PROVISIONS: GENERAL THEORY OF LAW
Article One: The Laws are binding throughout the whole of the Territory
Republic of Guinea under the enactment that is made by the President of the
Republic.
They will be executed in every part of the Republic after their publication.
Article 2: Promulgation is the act by which the Head of State certifies the regularity of
the legislative procedure and orders the execution of the Act.
Article 3: The publication is the operation bearing the Act to the attention of the public. She
is by means of an insertion in the Official Gazette.
Article 4: The regularly published Act is deemed known to all, except in cases of
force majeure.
Article 5: material errors that will be in the Official Journal will
be rectified as errata which will themselves be published.
Article 6: The Act applies as long as it is not repealed.
The repeal is expressed when a new text formally decides that such a text
former is repealed.

repealed.
Article 7: The Act provides that for the future, it has no retroactive effect, except
otherwise or in the case of an interpretative law of an old law.
Article 8: When a legal situation created under the influence of the former Act is
