Download the latest Alminav: Offline Outdoor Navi application, version 3.4.1, compatible with Windows 10/11 (using emulators such as Bluestacks), Android devices. This free Maps & Navigation app is developed by almica and is easy to download and install.

RECTANGULAR MAP TILES
The map tiles are all the same size and cover the rectangular area from one longitude and one latitude. Example: The tile n48e005 covers the area between the latitudes north 48° and 49° and between the longitudes east 5° and 6° (area about 100x100km). These tiles have a small download size, the route calculation is fast, they cover large parts of Europe.
For the area of Germany, marked cycleways can be displayed in the 3D view.
Country Maps
Country maps are less detailed than the map tiles, no contour lines are displayed and only car-navigation is possible.

Maps are based on the data of OpenStreetMap (OSM).
UPGRADE
In the free version, the map will be overlaid with a window after a certain amount of time.
One map tile is free.
Unlocking a single map or upgrading to Premium will remove this window.

Alminav: Offline Outdoor Navi 3.4.1 APK requires following permissions:
Allows applications to open network sockets.
Allows applications to access information about networks.
Allows an app to access precise location.
Allows an app to access approximate location.
Required to be able to access the camera device.
Allows using PowerManager WakeLocks to keep processor from sleeping or screen from dimming.
Allows an application to receive the ACTION_BOOT_COMPLETED that is broadcast after the system finishes booting.
