Benefits are provided in the case of:

- the need to provide material assistance aimed at supporting a certain category of citizens with a significant hanging of their expenses for valid reasons. This includes having a child, being in the care of a disabled child, and so on.

There is a difference between social benefits and benefits. It lies in the fact that in the latter case, all financial resources are fully sent personally to the privileged person and do not have a direct dependence on the type of social support provided by the state.

Benefits, as a type of social assistance, have their own characteristics:
- all payments always come from the state budget;
- are paid to a certain category of citizens and only in cases established by law;
- all payments go directly from the state;
- are periodic or permanent, rarely one-time;
- calculated on the basis of the amount of wages received by the person;
- carry a specific goal;
- paid only in case of need.

Social payments can only be determined by persons who have done something significant for their country. Such persons include Heroes of the Soviet Union and Honorary Donors of the Russian Federation. Also, social payments are intended for citizens who have a national status. These include veterans of the Great Patriotic War, labor veterans, people who do not have a permanent job and so on.

In addition to persons with national status and having services to the state, preferential payments can also receive:
- citizens of old age, without close relatives;
- Citizens with disabilities or with the care of children with disabilities;
- persons under the age of majority who are in the care of persons with disabilities;
- orphans who have not reached the age of majority;
- persons under the age of majority, not having one of the parents;
- students of higher institutions who are in charge of persons under the age of majority;
- women with pregnancy or on vacation in the course of the child;
- Persons who have been reduced from work.

All existing social benefits can be divided into categories:
1. Orientation benefits:
- for full compensation of the income lost by the person;
- partial compensation.
2. The duration of the allocation of funds:
- one time;
